Calling it perfect timing and the perfect place, El Camino Community College (Calif.) quarterback Matt Simms has signed scholarship papers to be a Vol and will join Tennessee in January to compete for the starting quarterback job. Simms is coming off a championship season where he threw for over 2200 yards and according to Simms, he regained his confidence and swagger.
