The Virginia Cavaliers recently sent out a verbal offer to Wilkes Barr (Pa.) G.A.R. Memorial defensive end Shakir Soto, one of the top pass rushers in the Keystone State.

Soto has been picking up offers right and left. So do the Wahoos have some ground to make up?
